[MindSpore-tsc] MindSpore TSC Monthly Meeting

Dear TSC Members, This is a kind reminder for our upcoming MindSpore TSC Monthly meeting on Nov 19th 16:00 (UTC+08:00). Zhipeng cannot attend this meeting ,so Yedong Liu will be the host this time.

In this month, we have a minor release of v1.0.1 version , a new SIG and complete 21-days online tutorial.
